Education is one of the most powerful drivers of individual opportunity, community development, and sustainable progress. Recognising its importance, Basic Education and Literacy remains one of Rotary International’s core areas of focus, with an emphasis on strengthening communities, improving literacy, reducing gender disparities, and expanding access to quality education for children and adults.
The global challenge remains significant, with more than 775 million people over the age of 15 unable to read or write. Rotary’s efforts therefore extend beyond providing access to schools, encompassing teacher training, adult literacy programmes, educational materials, and initiatives that enable communities to develop sustainable education systems.
Pakistan continues to face considerable challenges in this area. According to the Economic Survey 2025–26, the literacy rate for individuals aged 10 and above increased from 61 to 63 percent, with male literacy at 73 percent and female literacy at 54 percent. The disparity is more pronounced in rural communities, where overall literacy stands at 55 percent, compared with 74 percent in urban areas. While approximately 68 percent of children are enrolled at the primary level, enrolment declines sharply to 40 percent at middle school and 30 percent by matriculation. At around 1.7 percent of GDP, Pakistan’s education spending also remains among the lowest allocations in South Asia.
Against this backdrop, Rotary’s role in advancing education and literacy becomes increasingly important. The Basic Education and Literacy Rotary Action Group (BELRAG), established in 2011, brings together Rotarians, Rotaractors, and partners who share a commitment to addressing illiteracy and strengthening literacy education worldwide. Working alongside Rotary Clubs and Districts, BELRAG helps develop effective projects, build partnerships, increase awareness, and strengthen the capacity of communities to deliver education and literacy programmes.
Rotary’s global initiatives reflect the scope of this commitment, from establishing schools and supporting girls’ education to training tutors, introducing innovative teaching methods, upgrading school health facilities, and strengthening education systems for marginalised communities.
Ultimately, literacy is not simply about learning to read and write; it is about creating the ability to participate, progress, and contribute. By investing in education today, Rotary helps communities build stronger foundations for generations to come. Through collective action and sustained commitment, Basic Education and Literacy can become a pathway to greater opportunity, equality, and lasting community impact.
